One of the most common questions we get from new build buyers is: "Should I get the snagging survey done before or after completion?" The answer matters enormously โ and our recommendation is clear. But let me explain the full picture so you can make the right decision for your situation.
I've carried out hundreds of snagging surveys across Basingstoke and Hampshire. I've done them before handover, immediately after completion, and months later. The experience has given me a very clear view of which approach gets the best results for buyers.
Option 1: Pre-Handover (Before Completion)
This is our strongly preferred approach โ and here's why.
A pre-handover snagging survey is carried out before you legally complete on the property. The developer arranges access to the property (they're legally required to allow reasonable access for this purpose), and our surveyor carries out a full inspection of the completed home before the keys are handed over.
Advantages of Pre-Handover Snagging:
- Maximum leverage โ Before you complete, the developer still wants your money. You have much stronger negotiating power to get defects addressed before they receive final payment.
- Cleaner resolution โ Issues identified before completion can be agreed as part of the completion process. You can legally withhold completion (or negotiate to delay it) until critical items are resolved.
- Prevents problems becoming hidden โ Once you move in with your belongings, some defects become harder to access or document.
- Better documentation โ An empty property is easier to inspect comprehensively.
Potential Challenges of Pre-Handover Snagging:
- Some developers are reluctant to allow access and may try to rush completion.
- If the property isn't quite finished, some snags may not yet be visible.
- Developers legally must allow access but may not always make it easy.
Option 2: Post-Completion (After Moving In)
Some buyers complete before getting a snagging survey โ either because they weren't aware of the option, because the developer pressured them, or because completion was rushed. If this is your situation, a post-completion snagging survey is still very much worthwhile.
Advantages of Post-Completion Snagging:
- You can take your time living in the property to identify issues that emerge with use.
- Some defects only become apparent after the property has been heated and occupied.
- You can still use the snagging list to hold your developer to account during the warranty period (typically 2 years for most defects under NHBC Buildmark, 10 years for structural defects).
Disadvantages of Post-Completion Snagging:
- Your leverage is reduced โ the developer already has your money.
- Moving furniture and possessions makes comprehensive inspection harder.
- Some developers become less responsive to defect reports once completion has occurred.
What if the Developer Refuses Access?
Some developers try to restrict access before completion, claiming surveys aren't permitted. This is generally not accurate. The Consumer Code for New Homes and warranty providers' terms typically require developers to allow reasonable access for inspections. We've helped clients navigate this situation many times.
Our advice: if your developer is resistant, contact your solicitor, reference your rights under the Consumer Code, and push back. If you need support with this, we're happy to advise.
The Two-Stage Approach
The very best approach โ for clients who have the opportunity โ is a two-stage snagging survey:
- Stage 1 (Pre-handover) โ Comprehensive inspection before completion, covering all accessible areas.
- Stage 2 (Post-occupation) โ Follow-up inspection 6โ12 months after moving in, after you've lived in and used the property through at least one winter. This captures shrinkage cracks, heating system issues, and defects that only emerge with use.

Always aim for a pre-handover snagging survey if at all possible. Your leverage is highest before completion, and an empty property is easiest to inspect comprehensively. Don't let a developer pressure you into completing before your survey is done.
